Speaking in riddles

Because the junior high Halloween dance immediately follows seventh period today, students are a little off the wall. This merits more creative methods of classroom management. You catch yourself saying crazy things when you're a teacher. In special circumstances, such as those in which I find myself today, they're nearly cryptic.


"Without rules we'd all have two broken legs and a bad hair cut."


I'm not sure what it means.
